The 6th Conference of People’s Procuracies of provinces sharing the Viet Nam – Laos border successfully wraps up

Continuing the conference program, on the afternoon of August 14, 2019, under the chair of Mr Le Minh Tri, Prosecutor General of the Supreme People’s Procuracy of Viet Nam and Mr Khamsane Souvong, Prosecutor General of the Supreme People’s Procuracy of of Laos , delegates focused on discussing about the results of mutual legal assistance in criminal matters between the Procuracies of border provinces and approving the Conference Memorandum.

After a period of serious and responsible working time, with the spirit of friendship and felowship, the two parties discussed effervescently and agreed on many important contents and approved the Memorandum of the sixth Conference of People’s Procuracies of provinces sharing the Viet Nam – Laos border. Accordingly, the Prosecution Branches of the two countries agreed on 8 issues, including:

1. Highly appreciating topics and content of the conference which are in accordance with the requirement of cooperation in preventing transnational crimes in the situation of extensive integration.

2. Highly appreciating the results of the implementation of the Memorandum of the Fifth Conference of People’s Procuracies of provinces sharing the Viet Nam – Laos border.

3. Having the same perception of the importance of continuing to strengthen the coordination in executing requests for mutual legal assistance in criminal matters with the purpose of enhancing the effectiveness of transnational organized crimes prevention.

4. Having the same perception of the importance of strengthen the cooperation in training in order to build the capacity of officers of  the two Procuracies in preventing transnational crime and using foreign languages; to increase the allocation of funding, facilities and techniques to Procuracies of provinces sharing the border, Military Procuracies of the two countries and to enhance propaganda and dissemination of law to the people in border areas to broaden their knowledge in preventing crime in these places.

5. Based on the Treaty on Mutual legal assistance in criminal matters between Laos and Viet Nam signed in 1998, the two parties are continuing to grasp throughly and seriously and effectively implement the Guidance of the Prosecutors General of SPP of the two countries on executing direct legal assistance activities;

6. Soon promoting and processing the negotiation of the Treaty on mutual legal assistance in criminal matter, replacing the Treaty signed in 1998.

7. Maintaining regular meeting mechanism between the People's Procuracies of provinces sharing the Vietnam-Laos border; agreeing to hold the The Conference of People’s Procuracies of provinces sharing the Viet Nam – Laos border every 3 years alternately. The next conference would be held in Viet Nam in 2022.

8. Agree to assign focal points of the two parties to advise and propose detailed acitivities to the leaders of SPP of the two countries, aiming to deploy and implement the Conference Memorandum effectively and practically.

Concluding the conference, Mr Le Minh Tri, Prosecutor General of SPP of Viet Nam highly appreciated contents and comments of the leaders of the two Supreme People’s Procuracies and Procuracies of provinces sharing the Viet Nam – Lao border. After 2 years of positive implementation of the Fifth Conference Memorandum, Procuracies at all levels of the two countries had coordinated activities effectively and practically in order to promote the friendship and cooperation in crime prevention, contributing to stabilizing the order in border areas, maintaining national security, protecting the peaceful lives of peoples, promoting the economical development in border areas.

In order to meet the requirements of fighting to crimes, especially transboundary crimes in the situation of deeper and wider integration, Mr Prosecutor General of SPP of Viet Nam suggested Procuracies at all levels of the two countries should implement seriously, fully and effectively the contents of the Memorandum. First of all, the two parties should soon enter into the negotiation of the new bilateral Treaty, replacing the one signed in 1998 in order to complete the legal framework for mutual legal assistance in criminal matters.

Mr Le Minh Tri expressed the belief that the Conference would further be taking the cooperative bilateral relationship between Procuracies of the two countries to a new height, more practical and effective, making an important contribution in strengthening and developing the friendship and special traditional relations between the two Parties, governments ad people of Viet Nam and Laos.

Closing the conference, Mr. Khamsane Souvong,  Prosecutor General of the Lao People's Supreme Procuracy affirmed that the Conference of People's Procuracies in the provinces sharing the Vietnam-Laos border this time played an important role in developing the mutual legal assistance in criminal matters relating to the mechanism of implementation, the exchange of information related to crimes and the prevention of crimes; exchanging professional experience, training officials of the two sides. Accordingly, the Conference contributed to consolidating and preserving the great friendship, great solidarity and comprehensive cooperation of the Party, the State and the people of the two countries in general and the People's Procuracy sector in particular.

The topic of the Conference was consistent with the general trend and the issues which the two sides had been facing in the field of mutual legal assistance in criminal matters. The Supreme People's Procuracy of Laos would put the contents agreed at this conference into specific programs and plans to organize the accomplishment effectively and practically.
